The whole point of 15 and 20 amp circuits is to prevent fire. Circuit breakers, fuses, wire gauges, outlets and plugs that change with amperage, that's the whole entire reason for all this stuff. Its all intended to avoid a situation where the current draw is so high the wires get hot enough to become a fire risk. Period. End of story.
