Should I buy a microphone and software for my PC or get a meter that connects to the PC?I wish to spend less than $100.00.

As some one with 4 measurement mics, and several measurement software kits your best bet is a phone with a calibrated mic! :)

I use this on my android with Audio Tools, which can read the calibration file and give me near perfect results.  It is not OSHA or NSF certified, but damn accurate, especially relatively.

Best,

Thanks for the information.I bought the mike from MADISOUND for $111.55 with shipping.
It looked like it was L.75 plus freight from Great Britain.
Looking forward to getting it setup.

Each microphone has calibration file, that you obtain by providing serial number. Room EQ Wizard uses this file to correct microphone output. Microphone is calibrated for direct (straight) and omnidirectional (pointing up) response. Microphone is $75 and software is free.

Thank You!
I used what  kijankithanks recommended and discovered a few problems with my recent speaker purchase. I am fixing these issues now but the REW software and mic are now an important part of my system.

fuzztonePrincipal reason is to dial in the sub.  Trying to see what I can learn adjusting the volume/input sensitivity and level/crossover frequency.
