Are Pass Labs amps probably the best ever you can buy ?
If you got $15,000 to spend I would highly recommend the PS Audio  BHK-300 mono amps and their matching pre-amp.  The sound this combination makes is in my opinion the very best bargain in all of the high end.  Best of luck. 
Help me pick a phono, pre and cart
Check out the Perreaux phono pre-amp, it sounds better than the parasound units that are made in china. I know because I heard them both & I'm now the pround owner of the Perreaux  Audiant VP3 phono stage. 
Can someone explain to me why : Accupahse Equipment is that expensive ?
Accuphase builds their equipment in ways that most companies just don't do anymore. I own a Accuphase C-202 and a dealer repair place in Australia did a mini review on it after repairing it and was blown away by the build quality and more.  
Best speaker/system piano concerts
The one who wrote avoid speakers that use polypropylene or Kevlar type drivers for woofers/midrange. Also avoid Morel/Dynaudio type speakers is 100% completely wrong.

Why don't you try the Perreaux Prisma 350 ?  It sounds fantastic, runs cool, weighs 66 lbs and gives you 600 wpc into 4 ohms which would be great for your speakers.

Vandersteen 2CE Signature II: Is it worth the price of $2700? Why are so many for sale?
No, it is not worth $2700.00.  I just don't believe in passive radiators. If your going to put a woofer in the back at least put a real one in. I also never cared for the Vandersteen sound in my opinion. I would like into other speakers. 
Brands that have the least depreciation
Definately B&W Loudspeakers,AR,Classe,Mark Levinson,Perreaux ,Klipsch, & Magnepan just to name a few . I would not touch McIntosh, Wilson, or ayre with a 10 foot pole. This is just my opinion.  
Who makes budget speaker cables which are truly “good” or “exceptional” in quality?
I would look into Transparent Audio  "The Wave' speaker cable. I find it very very good for the money. 
high-efficiency loudspeakers
The Klipsch KLF-20. I bought it brand new back when they were out in light oak and I still have them. It's not the only speakers I own, but these KLF-20's will be with me for awhile.
