I discovered them in 2000. Borders Books (rip) had their album "Good Dog Bad Dog" on a listening station and I was immediately hooked. Their following album ("Films for Radio) in 2001 is my favorite, despite leaning towards electronic dance music (more like "electronic trance music"). I managed to see them on that tour (April of 2001) while visiting a friend in Portland, OR.
I'd say that most fans of bands like the Cowboy Junkies, Innocence Mission or Beth Orton would find OTR's music to be both unique and compelling.
