Is there a really great MM only solid state Phone Preamp?
Take a look at the phono stages by Lejonklou (Osage Audio carries them).  Lejonklou makes phono stages specifically dedicated to MM carts, and they have a very smooth, relaxing sound.  There's a review of their Gaio on Analog Planet.   
Does SS phono preamp negate tube amp sound?
Croft phono stage for $995 is exceptional.   
Need a new cartridge recommendation for clearudio concept black.
The Sumiko Moonstone has been a great cart for me.  Easy to set up, smooth and engaging sound, and replaceable stylus when the time comes. 
Any need for Phono stage with Brio
The Brio has a pretty good phono stage.  The Phono MM would probably not be a big step up in quality (if at all).  You've got a nice, solid system there, and if you're looking for a better phono stage I would recommend something above the Phono MM... 
Musical Fidelity MX VYNL or Aural Thrills "Seranade" phono pre?

Lightning quick DYNAMIC amp in the under $1000 range
For half your budget you can get the NuForce STA200.  It's got high gain, so a passive preamp might be best, or at least a preamp with relatively low (or adjustable) gain.

Since you like the Spendors, you would probably love the Harbeth P3esr. 
Nuforce STA200
No remote on the Sys.  It about as basic as you can get, but it works well. 
Looking for the best Preamp with a phono circuit built in
The Croft pre with phono is amazing, if you can do without a remote.

Harbeth P3s or the Spendor A1 are both sealed and sound fantastic. 
HELP ... Need Advice/Recommendations on Tube Amp
Keep in mind that the Pulsar has an efficiency of only 83.5db. The load is not particularly demanding, so a tube amp would work ok. However, you may have limitations in ultimate volume level, especially when compared to your 200+ wpc solid state amp. 
Budget phono stage under $100, cheap but refined, does it exist?
Schitt Mani - a little over at $129, but a very fine phono stage.

I love it, too.  Very easy to listen to, great soundstage and deep bass (all with MM cart, I didn't use it much with an MC).  Swagman Labs makes an external power supply for it, which will improve it ever further.  However, even without the upgrad...

I auditioned both the JC3 Jr. and the MX-VYNL.  I preferred the MX-VYNL by a little bit, but I can easily see someone preferring the Parasound based on their system and listening preferences.  In my system the MX-VYNL sounded a little more relaxed... 
Am I asking too much?
My questions would be: how loud is the hiss? How far do you have to turn up the volume control before you start hearing it? Is it audible in the range that you use to listen to music? In my experience a phono stage will almost always generate sign...
