Reel to reel deck directly to power amp ?
Most line-level impedances are 600-1000 ohms.  Tube amps input impedances are 50kohms to 100kohms.  Should work well.  Some solid state amps as low as 10kohms inputs .... not as much gain and frequency response issues if the nominal impedance rise... 
Considering used towers under $1000..
A used pair of Thiel 2 2's will cost you less than $1000.  I'd be surprised if they didn't satisfy you.

I haven't read every post in this thread, but I'd like to add my own perspective to the issue.  First, their is no "best" cartridge.  Only one that keeps you satisfied with the music you listen to, and as long as you can keep the "time to upgrade"...

Thanks, Tom, for the explanation.  I think we hear the same things, but you know why whereas I just hear.  In any case, the 3.5's give me music .... I've mellowed in my old age.BTW, I was part of a small group of audiophiles who formed a listening...

Well, you can always just put an old JBL C-31 in one corner, and forget imaging.  The music will still be there in the room with you! :-)

Cartridge recommendations
Frankly, I'd go with the idea of (at least eventually) a better TT, and buy a used ADC XLM or ZLM body and equip it with a Shibata stylis from JILCO in Jampan.  Total cost; no more that $250, and one of the bestt mm cartridges ever made, upgraded ...
