VPI upgrade?
If you have a Scout 1.1, why not just upgrade to a better version of the Scout?  Call VPI and as them about your options.

Spikes are the best for concrete floors.  If the bass isn't right, then change the listening position of speaker placement.

I think you have found a good bang for the buck set up.  The phono stage should work OK for that cart.  
Need Inputs on a Modestly Priced SS Preamp -
Try to find a used ARC SP-7.  Not bad preamp.  Also check with Musical Concepts / Musical Design to see if they have any modified early Hafler preamps,  They turned out good replacement boards that might be as good or better than the current crop... 
Cartridge "upgrade" to Dynavector XV1T
In spite of the phono stage, you should get acceptable performance from the XV1T.
