Yes, there are a few ways to make that a little less expensive, reducing or changing the SSDs is a great way if you can't afford it all in one go. Another way to save some cash would be going with a PSU with a variable speed fan - I wouldn't leave the fan to turn on - there's usually a switch on the back that can turn the fan off. The nice thing about that build is that it's not power hungry - so there's no need to experience fan noise unless you want to.
