There is most likely 4 fuses. Use a small flashlight or the one on your smartphone to take a closer look.
Fuses in audio equipment can fail overtime; but not because they burned out! inrush current or corrosion probably caused 1 or more fuses to fail.
If/when you replace them, make sure you buy the exact same Amperage rating and keep track of where each fuse was.
