Does MQA cost more than other formats for manufacturers?

I believe MQA required the DAC manufacturer to send there proprietary work to MQA for approval and licencing, I believe from what I have read many manufacturers are reluctant to give over their work to another company for MQA that's why its not really mainstream yet. So yes a DAC with MQA should be more money for similar none MQA DAC due to the licencing cost and tech review cost. Is it worth it? that's debatable. 

maybe someone more into MQA will have a more meaningful answer then what i can give off the top of my head.
