Quite a few good, sub $1500, 1:20 choices out there  from Cinemag, Lundahl, Jensen, Sculpture A, Audio Creative, etc. Sculpture A comes in a 1:15 as well...   As Mike said...the Emia is absolute top shelf ;)

Hard to know until you get there...and by 'there' I mean find an arm + cart match that does allow it all to happen ;)   I wouldn't personally consider carts known to work best on high mass &\or steel arms in this case. Maybe that's stating t...

Presuming this is a placeholder for the Lamm , a Hagerman pre would do the job very well. Or if you are considering a challenger what about the Le Phono from Ana?   
Linear Power Supply?
SMPS technology may he applied to a high end power supply. Iirc CS Port uses them ( although they are run by a retired industrial power supply engineer )...but in general it seems a decent LPS is the easiest way to get into a better quality PS. Y...

Phono preamp advice
Current production Hagerman Trumpet MC. Its $89 over your budget but free shipping. Made in Hawaii, Hagerman has been making very high value phono for many years now.

@chungjh for all I know the system /room are working fine but as noted above not the usual space for a dipole. If you are happy with how its working I would stand by my first post. Controlled directivity,   and corner or rear wall boundary speaker...

Starting at turntable: Tonearm upgrade. Triplanar, Schroder CB. Depends how many armboard options can he found. Cart upgrade when time comes. Phono preamp. Big Allnic? Audiospecials Phonolab? Lamm? Used Klyne 7?

You could use DSP for your record curve ( which you need to adjust to a number of settings for old mono and 78 anyway ) and then tweak eq to suit yourself based on some test record recording passes.    Get a good mic preamp that you can load at ...

Technics 80s low tech? Might want to reconsider what late 70s and early 80s tech was to turntable development and Technics role in that. Not to mention what they do now. There are tables I prefer in the sub $10k zone tho...  
Tonearm hardware shuffle - recomendations sought!
Lots of great tonearms to buy, the 4pt is certainly one of them. You did not specify which Soundsmith cart. This will limit how specific recomends can be as the arm-cart relationship is far more important that the table-arm relation is.
