You need a higher mass arm. Deccas can sound bass shy in a low mass arm. Try adding more weight to the headshell - I use brass bolts- and add more weight to the counterweight. Surface noise comes with the territory.  
New cartridge or new turntable or both
Grados tend to be somewhat dull in the upper frequencies. I'd hazard a guess that an AT540ML cartridge at $250 would bring a lot of life to your rig. Worst case, it's a fine cartridge to bring to another table if you decide to replace the Luxman. 
Looking for cartridge for VPI traveler
+1 Nagaoka.If you like more detail and air, you may prefer the 540ML although the 740 is worth the extra $50 for a metal body. 
Is the Merill "Gem Dandy" turntable far superior in sound than the Project RPM-3 TT??

Best turntable and arm under 10k?
You might also look at professional Garrard re-builders to supply you with a refurb or rebuilt unit. There is a reason many vinyl lovers choose these idler drive machines. Classic Turntable Company, AudioGrail, Artisan Fidelity etc.

I used a 12" Jelco 750L for years with excellent results. Now an 12" 850L with even better sound. I had a Decca SG in an Ittok once and it wasn't a good match. It would jump out of the groove sometimes and break up on Zamfir's pan flute.

Hats off to JP Jones at Fidelis Analog. Reminds me of when I was a tech in the 80s and finding the elusive crack always made my day!

@stereo5 Actually my first thought. The Scout is a bit of a sideways move at best, soundwise.

You could also look at the Jelco 850 if you can fit a 9" arm on it. Lots better than the 750.  
How much are these tubes worth?
Don't smudge the paint on the tubes! 
Threat of fire from audio equipment
Reminds me of a 1KW isolation transformer in the TV repair workshop where I worked which went bad. It was mounted on the wooden partition and the really loud vibration and plume of smoke were astonishing.

I don't think the Blackbird is a safe choice. Easily damaged. Ortofon 2M Black or Nagaoka MP500. MM over MC for him in case there are noise issues.
