unfortunately, paypal and ebay will only step in to get what you paid back....and then only if you send the original product back to the seller.If you keep the product and expect ebay and paypal to help you get the repair costs...it won't happen.S... 
No power
There also might be an internal fuse that would probably be very easy to see if you removed the cover....or a fuse hidden in the power connector.Look for the obvious....you will catch 90% of the problems...

which is why I suggested taking it somewhere else to see if it was internal.... The caps should solve the problem. Likely only one was leaking, but you might as well replace both because the problem is age related.

Tell your spouse that your chair sucks and go buy something that you like. Before you go crazy....you must have some other chair in the house that you could swap out, just for a day or two to see if there really is an audible difference. 
BNC or Coax?
BNC is a cable connector - coax is the cable that goes between the BNC connectors. You are comparing apples to oranges.

Before you waste hours and assuming you can lift that beast....take it to a friends house and see if it hums there. You either have a ground loop, something causing noise on the line, some transformer still plugged in near your amp causing interfe... 
20 Amp Dedicated line: 10 gauge vs 12 gauge wire
No problem using 10 gauge instead of 12, however if all your outlets are rated at no more than 20amps, you should use a 20amp breaker. 
Does power conditioning really matter?
If you can hear the difference changing any part of your system...go for it. That goes for the amp, pre, cables, wires, power cords..you name it. If you can't hear a difference and you're just trying to upgrade because the "guru's" say it's better...

OK....before you kill yourself and us....pull out your amp and take it to an audio store...or high end used equipment seller....or just a friends house who has some halfway decent speaker (almost anything costing over $100 will do).Connect the amp...

My guess, for what it's worth is that you have multiple ground rods. The two at the main panel are correct...but that one separate, even if connected to the main grounds may be the culprit. 
Grounding Hum
I didn't read back in this thread...but have you tried the phono input with the phono unplugged...and plugged in? Is there a difference? You might have a loose ground wire in the cartridge assembly/connector. Can you try with the cartridge removed?
