There are some DOD research papers on the web somewhere, have not read them for years. Then there is the Ma Bell triple point grounding system. Even water table management is going to be required. Then you start getting into a rub in that the earth can become a source of noise in your system. This where a local knowledge of the geology of the area needs to be taken into account.
