You might consider one of the McIntosh tuner/pre combos such as the MX110 (tube) and later SS versions like the MX113, 117 etc.I personally have an MX110 and MX117. Both are excellent. 
Any way a preamp can drive small speakers?
I have a McIntosh C34V pre which I bought new (and it still looks and sounds the same as day 1) which has a built in 20W/ch amp. While designed for headphones, Mac included speaker terminals on the rear of the pre. A nice, handy little touch.

Do I need or want preamp tone controls
There have been many times when I found tone controls helpful. As Aball notes above, McIntosh tone controls are completely out of the circuit when in the centre detente position. And, yes, I do use Macs. It's all about choice!

I finally got a Mcintosh amp
I second the advice from C123666. I have a MC225 and its sound is just beautiful. Haven't even had to upgrade the caps yet. There is plenty you can do with 25 wpc if you just plan around it.Jeff
