Awaiting a 1st impression
I would at least investigate what spare parts are available if it needs service and get a feel for how long they’ll stock them for. You don’t want to end up with a doorstop down the road.  
monitor or floorstander?
Using Adam T7V on Skylan 4-pillar stands.  They are active so you can save your power amp for another day.  Way below your price range though!  You can tailor the sound if you want by using the hi/low +/-switches on the back. I prefer them over so... 
Can a DAC sort out a flat\cold amp?
Thanks for the pic.  It tells everything.  It's your room and the positioning of the equipment therein where the problem lies.  A 1,000,000 dollar amp won't fix that.

Couple notes about the Heresys: -used prices have doubled in the last 10 years, due to Klipsch raising their prices and now everyone who has 30-40 year old speakers for sale thinks they’re sitting on a gold mine. They were a decent deal 10 years ...

Get rid of the Scarlett and get a proper USB DAC like a RME ADI2. Someone asked you to name your speakers and you didn’t tell. Is this a secret? Without more info like speakers and pics of your room it is all guesswork and a waste of everyone’s ...

You could also consider biting the bullet now, skipping the Heresy idea, and going with active speakers with 8" woofers.

Just to narrow things down, try some mushrooms or LSD and see if your system sounds like you remember. If it doesn’t, get a combo DAC/Pre (instead of using your Pre Outs) to use with your BK and experiment with speaker placement, listening positio... 
Please recommend speakers
Return or sell the SMSL DA-9 amp and just run your DAC into powered studio monitors. I would recommend Adam or RCF.  
The sound quality from DACs - is it all the same?
The room the equipment is in and where the equipment is placed is IMHO even more of a factor than the equipment itself. ASR cannot determine, by testing one speaker of a pair, how music will sound on a pair of speakers in all users particular room... 
Your thoughts on my quest for new speakers
With a good budget you can now get speakers that go low in the bass.  With better extension, your sub crossover can be set lower and the sub can focus on the lowest frequencies.  If your mains go low enough you might not even need the sub.

Thanks for the heads up.  After reading their "defective on arrival" policy and their regular "return policy" I would not hesitate to order from them and have thus bookmarked their site for future consideration.  If anything you should apologize ... 
Looking for good computer speakers
Get something where both speakers are identical rather than master/slave and get them off the desk.  A desk is meant to work at, not support loudspeakers.

I like the looks of some electrostatics, like older Martin-Logans and newer Quads.

You could try upgrading your USB cable to something that works good with longer runs.  I use this one: Supra USB You could also try increasing the length of your buffer if you use computer audio.  
Dried up Ferrofluid?
If I have a pair of brand-new-in-the-box unused tweeters as spares for a speaker sold 20 years ago, is it likely that they would still be "as new" or might they also need the ferrofluid replaced due to age?
