Decoupled versus hard-mounted counterweights.

On a vintage Empire suspended table I've made great improvements via a tightly attached CW, but am aware of benefits claimed/sought for cw's as decoupled as possible on solid tables (using fishing line). Is there agreement on this regarding suspended versus non- tables? Does it vary according to entire arm design? Only curious, but very curious!

Yes, it is directly related to the type of table(suspended or unsuspended), as well as the arm being used. I have made some hanging counterweights for my OL Silver on my Teres, and they have surpassed the standard counterweight and some aftermarket ones too. But it wouldn't be suitable on a springy table.
