Tekton Lores are well within your budget. I haven't heard them but they're considered by many to be a hands down winner at that price point.

The RB300 is a very good tonearm. Your money will be better spent somewhere else in the chain. Get a decent tubed phono pre or a new cart, as Jake suggests.

Hmm. Most likely scenario is a warm up issue, everything can sound sluggish at first. I doubt it's your turntable at fault, especially since it's new.
