I use the Wolcott Presence monoblocks for my SL3's..these are my second pair of ML's...tried a few amps, moderately or high powered tube amps are the way to go.

Blue Circle BC3 is can be had for well under 2k used..power supply can be upgraded..only 2 6922's means you can do lots of tube rolling without breaking the bank and voice the pre as you wish.

I would go with a used Bow Tech ZZ8, great build and sound,had mine for about a month so far and no regrets.

I'd second the Blue Circle, you can get a used BC3 for about $1600 and you'll be hard-pressed to find better near that price point..if it's too lush for you, then look at Audio Research.

I'd go with tubes..stereophile reviewed them using CJ prem 12's but with your budget you could get used CJ prem 8's andfor pre the CJ 16ls.

I've never heard them but most people will tell you that the original version is superior because it uses the same tweeter as the Extrema, not sure what else has changed.
