I need advice for power cords
Try Pangea power cables at Audio Advisor. Very reasonable price. I use them with Spectral mono blocks and Spectral preamp. I am satisfied with the results. 
Seriously considering tube preamp…opinions?
BAT all the way.  There are a couple of good options on AG now.  I had a VK-75SE and VK-32SE comb.  I started with the VK55SE.  You will have to start with a preamp and wait for the AMP to stay within your spending budget. 
Speaker recommendations 10 to 30k and no beryllium
Try one of EgglestonWorks speakers - New or used.  I have the Rosa. Bought it used.  Amazing for a room about the same size as yours.  
Phono's $2100 to $2600
I would go with a Sutherland.  The sound is exquisite.  Ron is very good with customer service and support.  Phono amps are his specialty.  I started with the Hubble and now have the PhonoBlock. Not having to change batteries is a big plus. 
Are Bowers and Wilkins speakers overpriced?
I liked my 803's.  Very natural sound. They had very good resale value too.

Power regenerators on pre / digital - any downsides?
Everything, including 350 watt mono amps, is plugged into a PS Audio P20.  Sounds great.  It barely moves the needle on the P20. 
How much discount typically for a new MC275 to expect from a dealer?
Some equipment is marked up so much I can never even tell if 50% off is enough of a discount. 
What do you consider "loud" for your system?
I listen at 70db measured my with Radio Shack Sound Level meter for Blues music.  For Classical, it may be 3-4db higher to hear the bottom end of the dynamic range at a reasonable listening level.My listening room has a lot of acoustical treatmen... 
Tidal SQ over comcast internet
I use a power re generator (PS Audio P20) so I don't worry about wall warts. 
What was your first big eye opener with regard to audio?
Incrementally adding room treatments and hearing the improvement with each change.
