Will earbuds with anc reduce loud gym music?

I have to increase the volume of my current earbuds in order to listen to my music which is harmful to the ears. If i get earbuds with anc, will they at least be able to help me hear the music in my earbuds at a lower volume? I don't want big headphones that cover the ear cuz my ears get really hot especially working out during summer

Over the ear like Bose will do better.

@carlsbad2  I've never heard an over the ear headphone that blocked out as much noise as my Shures do.  I'll have to go listen.

What’s your budget?  These Sonys get very good reviews for both sound quality and noise cancelling so would be my top pick if within your budget.
