Turntable bearing oil..... How to apply ?

Dear readers, I would like to tap into your knowledge of bearing oil and turntables. I recently got a clear audio concept wood MC , and it came with a small container of bearing oil. Unfortunately  there were no instructions on how or where to apply. Is there anyone out there would like to run through the steps on how to do this, also how often. And last of all is it essential .

It's the middle part. The one with the spoke. 

What I do with mine is fashion a plastic strip into a funnel. Using a small opening, apply the oil on the spoke. An amount that doesn't submerge the plate should be enough.
