It is unlikely for a tweeter to blow twice. A possible culprit is your amplifier. It may be passing DC in one channel to that speaker; or, even though you do not play your speakers that "hard", your amplifier may still not have sufficient power and when it clips, it could destroy the tweeter. Such a circumstance is not at all unusual.
