Not entirely so. HDMI 1.2 and above have the capability for outputting DSD over HDMI but not every player will. Also, depending on the player, some prior to 1.2 will output PCM from SACD.

The standard for HDMI 1.2 is that is that it will allow SACD multichannel to be sent digitally to a processor or receiver.
All universal players should follow these guidlines to be rated for HDMI 1.2. Of course I don't know if it means output in DSD is mandatory.

Yes, the v1.2 spec includes DSD but inclusion of the feature is not mandatory, either on the sender (player) or the receiver.
