On the home page, move the cursor to "Community" on the top line and then go down the sub-menu that appears there to Reviews. Click on that and you'll see a link for posting a review. Sometimes it's hard to get the sub-menu under Community to stay there, you might have to right-click on Community, but eventually I was able to get it to stay there.
