Can "Mullard" tubes be labeled as RCA, GE, etc?

I've heard that "Mullard" tubes are the best. I see some for sale that claim to be Mullards but say GE, RCA, etc. Can these be true "Mullards"? How can you tell? What are the idendifying characteristics?
