under $600? many Options I have are:

proceed avp-s or avp

yamaha dsp A-1
integra Dtc 9.4
theta Casanova

For your proposed budget the outlaw is nice and can be had for less. On the other hand...for a hundred more than you propose the new Emotiva umc1 is a boatload of tech for a crazy low price and remember customer support/service. Something to ponder.
I'm bias but IMHO the Theta Casanova is hard to beat.
I purchased a nht controller some time ago for a little more than your budget and have been very pleased. Recently saw one go for your intended price at the bay.
The big issue is whether the OP needs HDMI input/processing for audio, an important feature and neither of the suggested ones will do that, afaik.

Hi, I want to know what is the best option for a used preamp processor under $600?"I dont need hdmi.and dont need balance output,the player is a sony dvd blueray and a modified toshiba dvd.
If you are not using HDMI for audio, you will need a prepro that can do bass/channel management with the analog inputs. Not the way I would go but.....................
