I'm not expert at all with schematics, but I just had my 3A-1 upgraded to the 3C and ARC installed a stepped "blue" Alps volume pot. If you can narrow the problem down to the volume pot, you can call them for the part number or search the net for the pot with the correct resistance.
On the 3C - line max gain comes about 10 o'clock and phono about 1 o'clock. But I think that also has a lot to do with the power amp.
