When a rotel rc 1090 pre amp is pluged in and rca to the power amp is pluged in, there is a loud Hum even when the pre amp is off the hum is still there what is wrong ? Thanks for all the help.

I just bought the rotel from a member who called himself Chris,and harvydent on audiogon, but never told me of this problem, and will not answer or reply to the email.
